Will the UK be able to regulate social networks?

With the new ideas coming from the UK government regarding children and their use of social networking sites like MySpace, Bebo and FaceBook, with around a quarter of eight to eleven years being a member of one of these sites. There is a need for some sort of advice or possibly regulation, but how is that going to work?

It seems that the government are looking towards the regulatory method of making source that children are safe, but how is the UK government going to regulate a site that is based in the states where there are different laws etc?

They are also talking about preventing paedophiles from registering on these sites, but this will not prevent them either, all they have to do is register their email address, but its all too easy to open up as many email accounts as you wish. Therefore this strategy is going to need some major changes in order for them to be able to keep children safe online.
